Technology today is changing at light speed and enterprises are often hard pressed to keep up. Consequently, enterprise managers face unprecedented IT governance challenges and are often left wondering how to meet them. The New York State Office of the Chief Information Officer/Office for Technology (CIO/OFT) has partnered with the Center for Technology in Government (CTG) to recommend innovative ways to manage the influx of information and new technology.
The goal is to design a prototype for a new enterprise IT governance framework for New York State (NYS) government. The structure will include the necessary authority arrangements and decision-making processes to achieve strategic objectives, such as integrated planning and procurement.
The main work of the project will focus on three core design questions:

What is the most effective enterprise IT governance structure for New York State government?

Does New York State government have the capability necessary to implement and sustain such a structure?

If not, how should New York State create the necessary capability?
"By partnering with the CTG, the CIO/OFT hopes to identify what an effective enterprise IT governance framework should resemble in New York State. ...we have the responsibility of ensuring the appropriate decisions are being made with taxpayers' investments," says
CIO/OFT Deputy CIO Rico J. Singleton. The new IT governance structure will build upon and extend some currently employed elements of enterprise-level governance to achieve a more comprehensive scope and impact.
Needs assessment workshops are currently developing a draft enterprise IT governance framework. The workshops will bring together CIOs and IT directors from state and local government to explore the value of enhancing enterprise IT governance within New York State.
