The award recognizes forty of the Capital Region's most-promising young members of the business community, under the age of 40, who are making a difference in their businesses and communities.  Based on his career accomplishments and his drive for success, Mr. Singleton was selected from more than 300 nominations.

“I am extremely proud to be recognized as one of the Business Review’s top 40 professionals in the Capital Region,” said Rico Singleton.  “This is a significant honor and a professional highlight that not only acknowledges my accomplishments, but recognizes my team behind the work.”

“Rico Singleton’s work at CIO/OFT has helped strengthen Enterprise Strategy and Governance Services in New York to achieve greater cost-efficiencies, while delivering better policies and services,” said Dr. Melodie Mayberry-Stewart, New York State Chief Information Officer and Director of the Office For Technology. “CIO/OFT has benefited greatly from his ability to break down old paradigms for delivering IT services, challenge the status quo and drive innovative change.”

Mr. Singleton was named New York State Deputy Chief Information Officer in September 2007.  As Deputy CIO for Enterprise Strategy and Governance Services, he is primarily responsible for the information technology (IT) strategy for the State of New York, leading the annual technology planning process and developing and promulgating statewide IT policies and standards.  In addition, to ensure technology purchases are aligned to the enterprise strategy and standards, Mr. Singleton has responsibility for approving the acquisition of information technology purchases, estimated near $2B annually, while also negotiating and executing enterprise contracts with major IT vendors.

Mr. Singleton also serves as Chairman of the New York State CIO Council; the Executive Committee of the New York State Forum of the Rockefeller Institute of Government and the Advisory Committee for the Center for Technology and Government at the State University of New York. He is co-chair of the National Association of State CIOs workgroup. He is involved in all of these organizations to help advance the technology strategy within New York State.
